As just described, with little modification via MST file it is possible to install Microsoft Teams MSI to all Windows 10 machines, not just on VDI. It would be nice to see a proper MSI for Teams that use MSI tables instead of being bundled in a binary file inside the MSI. Download the MST file.
- The Lync VDI plugin is supported by Microsoft on these devices. To install this download: Download the file by clicking the link above and saving the file to your hard disk. Double-click the program file on your hard disk to start the Setup program.
- Virtual desktop infrastructure (VDI) offers critical benefits to IT, including improved security and centralized desktop management, but the ability to securely access a remote Windows or Linux desktop isn’t enough in today’s organizations. The demands placed on IT require a more evolved approach.
- VDI at this scale, given you need SA or VDA, you also need Os licenses, the backend, horizon, enterprise edition of VMware and all that isnt a cost effective solution when all users already have laptops.
- Late in 2016, Microsoft and Citrix unveiled plans for a solution that allows organizations to host Windows 10 in Azure, legally. The key is on the Microsoft side of the conversation, where there are plans to support Windows 10 Enterprise Current Branch for Business on Azure for qualified Microsoft Software Assurance/Enterprise Agreement customers.

To better understand the situation, could you help clarify the following information?
1. Could you provide us with some more details about “so every time the user will log off the machine will restart and when he logs in it will boot and initiate the connections”? Does the user log in the same machine or another machine? Is this the scenario like a Non-persistent VDI environment? For your reference:

2. Could you provide us some related screenshots about “now every time the user tries to access his vdi machine it will take up to 60 seconds to connect and open office because every time he logs on it is considered to be the 1st log on” for our reference?
3. How do you install Office 365 ProPlus, from the portal or using the Office Deployment Tool?

Yes Windows 10 Enterprise E3/E5 are offered in a per user license option.
You should just tell your partner what you are trying to do and they should give you a quote accordingly. But if you would like to learn more or double check their work, I have the how-to above with more info.
